📈 The Frequency Cap You Should Be Watching, And It's Not The One Meta Reports

Meta surfaces frequency at the campaign and ad set level. The frequency that actually destroys creative performance is per-creative across all campaigns running in your account, and Meta does not report it. 

You can have ten campaigns each showing a healthy 2x weekly frequency, while the same hero ad is being served at 18-20x to overlapping audiences. By the time CTR collapses, the creative is dead and you don't know why.

Calculate Your Actual Per-Creative Frequency Across All Campaigns

Pull every active campaign running the same creative. Sum the impressions delivered across all campaigns over the last seven days. Divide by unique audience reach, accounting for overlap.

The number is almost always higher than your campaign-level frequency report suggests. For brands running an evergreen winner across cold prospecting, retargeting, and look-alike campaigns simultaneously, true per-creative frequency often lands between 12x and 22x weekly, while each individual campaign reports 1.5-3x. The gap is where the creative is dying invisibly.

Set The Decay Threshold Where CTR Begins To Collapse, Not Where It's Already Dead

Per-creative frequency decay follows a predictable curve. CTR holds steady through about 8-10x weekly, drops 15-20% between 10x and 14x, and collapses past 15x.

The rule: monitor per-creative frequency weekly, treat 10x as the warning threshold and 14x as the rotation threshold. Most teams wait until ROAS visibly tanks before rotating, which is two to three weeks after the creative has already started bleeding.

Build A Creative Rotation Rule That Operates On True Frequency, Not Campaign Frequency

Most rotation rules trigger on time or on ROAS drop. Both are lagging. The leading rule is rotation on true frequency: once a creative passes 14x per-creative frequency across the account, swap to the next variant regardless of how recently it launched.

This requires a creative pipeline deep enough to support rotation. Brands without one will resist this rule because it forces them to pull what looks like a winner. 

The brands that have one find their account-level CTR rises 20-30% within six weeks, because the dead inventory is no longer dragging the average.
